Intervention General Council meeting of October 8, 2010

Ladies and gentlemen, dear colleagues,

Allow me, first of all, I know the name of the county council as a whole, to present our sincere condolences to our colleague and friend Yvette Morillon, who has losing her husband to assure him of our support and to show our friendship in the painful ordeal through which it passes.

Gerard Morillon was a quiet man who did not usually get in front of the stage, but those of you who knew him appreciated his honesty and sincerity its commitments and we know the valuable support he gave to Yvette in the implementation of its action elected, for all these reasons I want to salute his memory.

Colleagues,

Our session will take place in October, beyond a few adjustments of appropriations contained in the resolution amending the No. 2 that will introduce our colleague Henry Malcoiffe and renewal of many of our contractual commitments with partners General Council, several presentations of activity report:

exercise new skills, inadequate compensation benefits of solidarity, then the removal of business tax and local tax reform led to an increasingly fragile financial county. This is true for the Nièvre, but it's true for all the councils who now live with great difficulties.

Faced with this situation, the Presidents of General Councils, which met recently, did not make illusions about the ability of an already heavily indebted state with a record deficit in 2010, to repay some 14 billion debt he has accumulated from the departments.

However, we ask for less as soon 2011 the situation becomes clearer on compensation for transfers and the issue of funding allocations of solidarity should be set!

The individual steps that we conducted, and some others, were answered courteously but that tactic does not make any proposed solution. To reach our goal so we need both change gear and act collectively.

Thus the Association of Departments of France has coordinated two complementary actions:

- a bill (PPL) defended by the association of parliamentarians for the state provides funding allocations of solidarity at the expense of the departments: APA (Allocation personal autonomy), PCH (Provision of disability compensation) and RSA (Revenue active solidarity).
- And the use of the prior question of constitutionality: in this perspective sixty departments have decided to seize the Constitutional Council for non-compliance with the principle of free administration of local authorities, the 58 departments and two left to right - the High Loire and the Meuse-chaired by two elected various right-wing - began steps to go individually before the Constitutional Council, other departments are still expected to join the process.
