Ladies and gentlemen,
We are gathered here this morning for the last session of this term of office, on the review of the initial budget of our community just days before the start of the official campaign cantonal elections that will see the renewal of half members of our meeting. It may
- but sometimes I like to say "the worst is not safe" - that the assembly of the poll the last to sit in the configuration that we used for so long.
We had the opportunity to discuss largely at our conference partners and our debate budget guidelines, last December, the economic and social situation of our department who has served as a framework in developing the original draft budget which we will discuss.

Building construction and public works is in great difficulty and soaring wheat prices should not mask the anxiety felt by our farmers. This affects of course on the social situation is deteriorating and that can be measured in both rising unemployment and increasing poverty.
