Chad: Employment Insurance, reforms are needed

insurance job loss is a warranty that can overcome
a lack of funds provided by the temporary loss of his job.
Social protection includes social security (insurance system)
and social action and social assistance (welfare system). It means the
compensation system, by government, citizens
victims of unforeseen events (such as unemployment, illness, accidents,
old age, death of a parent for a minor , etc..). This is to ensure
minimal resources and access to basic needs (edu-cation
, water, food, sanitation) to all citizens off disaster, war or calamity
(which they are civil security). The objec-tives
social protection provided by the welfare state are provided by
social policies.

Today, workers in Chad are concerned
by economic crisis since 1990 and still in
the country. After injecting several billion CFA francs in arms,
Chadian workers have found that there is not much
for the country's vital economic sectors. Industries such as industry
air and urban transport exist in name only, the area
natural resources and agriculture are very poorly supported and less well managed
, the electric power industry and water are supported
clearly insufficient to offset the layoffs or the climate change policy
hitting everywhere in local communities.

In its current form, the system penalizes workers who
lose their jobs by imposing a waiting period without appeal.
Rather than banging on the heads of those who lose their jobs, the govern-ment
should understand that these workers and these workers have
more than ever need a helping hand to help them weather the storm
in these difficult times. Due to the lack of insurance program
employment in the Chadian government system, more than half of
Workers who lose their jobs have sim-ply not
access to benefits. Unemployed workers must be able
rely on family to meet their real needs
. This is not acceptable in a country producer of black gold
like Chad.

To improve access to the plan and improve benefits,
the Liberal Party of Chad urges the Government of Chad, the chan-
commitments to: establish a threshold for eligibility for Government assistance for all
; give a higher benefit rate of 20 to 40% of the wages earned
; increasing the insurable earnings 80.0000 Shs;
a calculation based on the best 12 weeks of work, a program
income support for older workers; enlarge-ment
the right of a claimant to receive benefits while
continuing training and a new approach that presumes good faith
applicants; changes that would allow workers
and independent workers to have access, on a voluntary basis,
benefits of insurance employment.
