L'Allier, Cher and the three departments are Nièvre including the natural and socio-economic changes have strong similarities: - Located in central France, on the borders of three administrative regions, they have similar demographic characteristics with a significant representation of the number of elderly people and they try develop a policy to enhance the attractiveness of their territory vis-à-vis the youth. - They represent a pool of common life as demonstrated by the trade between the populations of our urban centers and interactions at the margins of our territories departmental - Finally in the period of difficulty through the departments, we are exposed similarly a weakening of our resources and increase the net charge related to three allocations of national solidarity which we have a responsibility without adequate financial security.
